In Perm Territory Federal Penitentiary Service officers jailed for large-scale state embezzlement

Court has recognized evidence collected by the Volga Federal District investigating bodies of the Russia’s Investigative Committee sufficient to convict employees of the Perm Territory main Directorate of Federal Penitentiary Service – Deputy Head of correctional facilities union No.2 Alexey Klimashevsky and Head of finance and economy department Vladimir Kochubey. They were found guilty of complicity in and embezzlement of state property on an especially large scale (part 4 of article 160 of the RF Criminal Code).

Investigators and the court found that in 2010 Klimashevsky and Kochubey embezzled for the benefit of their acquaintances the property of liquidated state enterprise – port Usolka. In defiance of the requirements of the civil legislation, the liquidation commission headed by Klimashevsky did not post information on selling the property or date of biddings in any media, making it only invitations to several legal persons from which only two organizations were allowed to take part in the auction. Based on their results the biddings were considered null and void, as participants of the auction offered prices considerably lower than initial price. However, Klimashevsky concluded a direct sale contract with one of the organizations, which offered better price. He agreed to sell property of port Usolka by which inflicted the budget of the Russian Federation damage of 6 million rubles. Kochubey, using his official position, assisted Klimashevsky in his criminal activity.

The court has sentenced Klimashevsky to 5 years, and Kochubey – to 4 years and 6 months in prison suspended with 4 years of probation. In addition each of the convicts is bound to pay a fine of 800 thousand rubles to the state.
