Another criminal case filed against the officials of the Ministry of Defense and the heads of companies associated with the activities of 'Oboronservis "

Chief Military Investigation Department of the Investigative Committee of the Russian Federation filed a criminal case on the illegal sale of movable and immovable property of oil transshipment complex situated at the Cape Mokhnatkina Pakhta in the Murmansk region (Part 3 of Article 30, Part 3 of Article 285 and Part 3 of Article 30, Part 2 of Article 201 of the RF Criminal Code (attempt to abuse of power resulting in grave consequences). The investigators established that the officials of the Department of Property Relations of the Russian Ministry of Defense, and persons performing managerial functions in the subsidiaries of OAO "Oboronservis" and third-party commercial enterprises were involved in the crime.

According to investigators, the officials of the Department of Property Relations of the Russian Ministry of Defense prepared the acts to ensure the undervalue sale of oil transshipment complex with the railway access roads, tanks for fuel oil, electric room, boiler houses and fuel oil pumping and drain stations . They also obtained the subscription of Anatoly Serdyukov who held the post of the Minister of Defense of Russia at that period of time. According to preliminary estimates, the cost of this federal property has been lowered by more than 242 million rubles.

This complex is the only object that supports functioning of the Northern Fleet and other forces and troops stationed on the Kola Peninsula.

Despite the requests of the Command of the Russian Navy protesting against the transaction, the agreement on purchase and sale of the oil transshipment complex was signed on October 17, 2012. On the same day, the parties signed an act of transfer and acceptance whereby the seller has transferred the objects to the buyer represented by the "Commandit Service" company. However, the investigators intervened in the process of alienation of state property, and documents to transfer the ownership of the Murmansk oil transshipment complex have not been submitted to the state registration agencies. Thus the investigators stopped the illegal transaction with the state property. This work is ongoing in respect of other similar facts.
