Criminal proceedings launched into negligence of orphanage administration in Yaroslavl Region

Yaroslavl Region investigating bodies of the Russia’s Investigative Committee, based on the results of the pre-investigating check conducted on the instruction of senior officials of the Committee, have launched criminal proceedings into negligence of officials of administration of Uglich Orphanage (part 1 of article 293 of the RF Criminal Code).

On 27 December 2012 a federal TV channel aired a message that children’s rights were abused in Uglich Orphanage. It has been preliminarily established that in violation of “Requirements to conditions of staying of children in institutions for orphans and children left without parental care”, in the period between 2011 and 2012 the children were kept in insanitation and foodstuffs not meeting the requirements of health safety were used to cook food for the children. The said violations entailed hospitalization of several children to hospitals of Uglich with different diseases. Non-discharge or improper discharge by senior officials of the orphanage of their professional duties entailed serious abuse of rights and legal interests of socially unprotected category of citizens – orphans.

At present investigating operations are underway to establish all the circumstances of the incident. Investigation is to be continued.

Yaroslavel Region investigating bodies of the Russia’s Investigative Committee are undertaking a pre-investigating check into the information spread by media that the orphanage’s officials were dishonestly spending the sponsorship funds. A procedural decision will be made based on the results of the check.
