Main Military Investigations Directorate of the Russia’s Investigative Committee during investigation of a criminal case opened against officials of the Defense Ministry and managers of ZAO Bezopasnost i Svyaz (CJSC) and OAO Skavyanka (OJSC) on suspicions of stealing property committed by an organized group has detained acting director of economical office of Russian Defense Ministry Nikolai Ryabykh.
Investigators have information that Ryabykh by virtue of his official duties knowing that a building in Kolymazhny Pereulok in the center of Moscow was subject to capital repairs signed fictitious statements of its comprehensive maintenance by Bezopasnost i Svyaz company. Ryabykh made illegal decisions on paying for the works and directed them to the finance department of Defense Ministry. As a result of his actions state transferred to the company 18.5 million rubles which then through phony companies was cashed and stolen.
When military investigators arrived in the economical office of Defense Ministry, Ryabykh using his official position wrecked seizure of documents. Considering this and the fact that Ryabykh as his constant residence place in Moscow in official documents listed non-existent addresses and does not have real place of residence in Moscow and the fact that, as investigators believe, he may take measures to hide and destroy the material evidence relevant to the case or press the witnesses, the investigators filed a motion to place him into custody.
In addition, today investigators are going to file a motion to arrest director of repair department of Slavyanka – Deputy CEO of the company Konstantin Lapshin.
Earlier under current investigation there were arrested CEO of OAO Slavyanka and founder of ZAO Bezopasnost i Svyaz Alexander Yelkin, Andrei Lugansky who since April 2011 served as CEO of ZAO Bezopasnost i Svyaz and Yulia Rotanova who in fact worked as assistant to CEO of ZAO Bezopasnost i Svyaz.
