The investigating bodies of the Russia’s Investigative Committee for the Omsk Region have opened a criminal case against unidentified officials of guardianship authorities with the department of education of Omsk city administration over a crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators, the officials of the guardianship authorities improperly discharged their professional duty controlling the living conditions of 4 small children whose custody had been given to their grandfather. In fact, the children lived in the family of the guardian’s daughter, whose 32-year-old cohabiter in summer 2013 repeatedly showed children aged between 6 and 10 pornographic videos and photos and sexually abused them. The man realized that due to their small ages the children were helpless against him, as unable to understand the nature and meaning of what he did to them, neither resist it. The investigating bodies launched a criminal investigation. During the probe the investigators confiscated from the man his laptop computer and cell phone, with pictures and videos found by a forensic expert examination pornographic. The criminal case against the man accused of crimes under paragraph “b” of part 4 of article 132 of the RF Penal Code, part 2 of article 242 was sent to court and is being tried at the moment.

Despite the fact that the children were abused for half a year, the guardianship authorities did not take the children from the problem family on time. The children were given to another family only on the initiative of the investigators during the probe.

At present a number of investigating operations are underway to find out all the circumstances of the crime and the responsible ones.
