In Kamchatka Territory official convicted of causing 18 million ruble loss to municipal budget

A court has found the evidence gathered by the investigating bodies of the Russia’s Investigative Committee for the Kamchatka Territory sufficient to convict former head of capital construction department of administration of Vilyuchinsk town district. He has been found guilty of crimes under part 1 of article 285 of the RF Penal Code (abuse of authority) and part 1 of article 292 (forgery).

The court and investigators have found that in December 2009 and September 2011, the accused as a representative of a client accepted 11 flats in a 24-flat block of flats in the city of Krasnodar and signed acceptance certificates when there was no permit to put the building on operation. However, the state of the house did not meet sanitary and technical requirements. Despite that, the flats were distributed among the families from the town of Vilyuchinsk to move from northern areas. Based on the documents signed by the accused, 18 million rubles was transferred to the constructor from the town budget. The house in Krasnodar has not been put into operation yet. The tenants cannot register their ownership rights or live in their flats.

The court has sentenced the former official to a fine of 350 thousand rubles and banned him from occupying any positions connected with administrative functions in local government.
