Main Military Investigations Directorate of the Russia’s Investigative Committee has initiated a criminal case against officials of the Russian Defense Ministry, federal state educational institution Moscow cadet corps Boarding School of Pupils of Defense Ministry of the Russian Federation and persons in charge of ZAO Bezopasnost i Svyaz (CJSC) (hereinafter – Zao BiS) over signs of a crime under part 4 of article 159 of the RF Criminal Code (swindling on an especially large scale).
According to investigators, in December 2009, the service office of the Russian Defense Ministry concluded with ZAO BiS a state contract on integrated maintenance of interior rroms, administrative buildings and adjacent territories at Boarding School of Pupils of Defense Ministry of the Russian Federation located in Moscow, in Polikarpova Street and Khoroshevskoye Shosse in 2010-2012. it has been found that the exceeding of the areas to be cleaned at Boarding School of Pupils of Defense Ministry of the Russian Federation was from 1.6 to 2.5 thousand sq. meters each month, due to ungrounded addition of the cafeteria area, serviced by a commercial organization and uninhabited premises of dormitories which were under reconstruction. Exceeding of areas subject to be cleaned adjacent to Boarding School of Pupils of Defense Ministry of the Russian Federation was from 8.6 to 22 thousand sq. meters each month due to the addition of construction sites. Officials of the service office of the Russian Defense Ministry and Boarding School of Pupils of Defense Ministry of the Russian Federation knowing about these facts signed formal acceptances, which had been preliminarily prepared by ZAO BiS and containing false information. In accordance with these documents the commercial organization received more than 493 million rubles from which over 65.6 million rubles according to the conclusions of specialists – were ungrounded.
This criminal case has been filed in a single law suit with the one initiated earlier against officials of the RF Defense Ministry and managers of ZAO BiS and OAO Slavyanka (OJSC). Investigation is ongoing.
