Criminal investigation launched in Leningrad Region into death of Russians in Egypt
Leningrad Region investigating bodies of the Russia’s Investigative Committee to fully check all the circumstances under which a couple from Leningrad Region died have launched a criminal case over poisoning of Russian citizens in the Arab Republic of Egypt containing signs of a crime under part 3 of article 238 of the RF Criminal Code (rendering services which do not meet safety requirements and entailed by negligence death of two or more people).
The pre-investigating check has found that on 23 February 2013, 50-year-old married couple Andrey and Marina Kmelyovs and their son Pavel Khmelyov, 24, flew to the city of Hurghada of the Arab Republic of Egypt for holiday and were accommodated at Grand Hotel. On 7 March 2013, Andrey Khmelyov suddenly died in his hotel room under unknown circumstances, his wife died on 9 March 2013 in the same way.
Pavel Khmelyov, after arriving in Saint-Petersburg, in grave condition with signs of poisoning was delivered to Dzhanelidze Emergency Research Institute, where he is still under treatment.
In accordance with death certificates issued by Red Sea governorship on 9 March 2013, the husband and wife died of a heart attack.
The conclusions of the death certificates contradict to the information collected during the check.
At present investigators are deciding on exhumation of the bodies and assigning of a commissioned forensic medical expert examination, the project is being prepared on carrying out separate investigation in the Arab Republic of Egypt. All circumstances under which Russian citizens got harm to their health and later died will be checked during the investigation.
It should be noted that while launching the investigation, requirements of part 3 of article 12 of the RF Criminal Code were taken into account. In accordance with the said article the foreign citizens or persons without citizenship, who do not live constantly in the Russian Federation, who committed a crime outside the Russian Federation are subject to criminal responsibility under the RF Criminal Code if the crime was committed against Russian citizens.
