Head of State Traffic Safety Inspectorate in Irkutsk Region suspected of exceeding official powers

Irkutsk Region investigating bodies of Russia’s Investigative Committee have launched a criminal investigation against head of State Traffic Safety Inspectorate in Irkutsk Region Sergey Panchenko. He is suspected of a crime under part 1 of article 286 of the RF Criminal Code (exceeding official powers).

According to investigators, Panchenko illegally registered cars which practically were “constructions” – parts of cars were brought from Japan to Russia and here unknown people made cars of them. Such cars were not duly certified.

Investigators believe that the interested persons got certificates that the vehicle met safety requirements and could be sold like full-fledged cars. These facts were revealed during joint search and investigating operations by personnel of regional directorate of the Investigative Committee, Federal Security Service and inner Security Office of Irkutsk Region Main Directorate of the Russian Interior Ministry. At present a number of investigating operations are underway to find all the circumstances of the crime. Investigation is to be continued.
