First deputy head of Primorsky district administration of Saint-Petersburg arrested

Northwestern Federal District Investigations Directorate of Russia’s Investigative Committee continued investigating a criminal case over a large-scale stealing of budget funds opened over the signs of a crime under part 4 of article 159 of the RF Criminal Code (swindling committed by an organized group on a large scale).

According to investigators, in 2012, Primorsky district administration of Saint-Petersburg concluded a 300 million rubles state contract with commercial organization OOO Temp (LLC) on elimination of unauthorized dumps in the district and creation of environmentally friendly zones. The district administration transferred more than 270 million rubles to the company for the work done, but the investigators believe that a part of the work stated in the local budget worth over 174 million rubles was not performed in fact.

At present the following people are being the subjects of the criminal investigation: former deputy head of Primorsky district administration of Saint-Petersburg Vasili Styopushkin, Head of beautification office of Primorsky district administration of Saint-Petersburg Vladimir Razulenko, head of the office and engineer of technical supervision of Order Service of Primorsky district administration of Saint-Petersburg Viktor Bugry and Sergey Karsten, director of this institution Tatyana Koltsova and representative of contract company Dmitry Shilov.

In addition on 3 April 2013, first deputy head of Primorsky district administration of Saint-Petersburg Vadim Moiseyev was arrested in his office for the above-mentioned crime.

Today the investigators have petitioned to place Moiseyev into custody as a pretrial restraining measure. Criminal investigation is ongoing.
