Criminal case against former head of Prigorodsky rural settlement of Krymsk district, Krasnodar Territory sent to court

Southern Federal District Investigations Directorate of the Russia’s Investigative Committee has completed investigating a criminal case against former head of Prigorodsky rural settlement of Krymsk district, Krasnodar Territory Nadezhda Kurochkina charged with crimes under part 2 of article 292 of the RF Criminal Code, part 2 of article 293 (official forgery, negligence). This criminal investigation was conducted at the same time with an investigation against head of Krymsk and a number of other officials.

According to investigators, Kurochkina ahead of time had information about a possible emergency situation at night of 7 July 2012 caused by floods and torrential rains in Krymsk district, Krasnodar Territory and Prigorodsky rural settlement of Krymsk district. She did not duly organized the notification of the people about the possible emergency and evacuation of people in safe areas, did not take any measures preventing or mitigating the impact of the disaster. As a result the actions of the accused led to grievous consequences.

In addition, being the chairman of the emergency management and fire safety commissions in Prigorodsky rural settlement and realizing that there would be casualties among the civilians she committed an official forgery. She gave an order to her subordinates to prepare and make official documents containing false information about allegedly timely actions, including the meeting of the commission, declaring the emergency state with setting the corresponding tasks, notification and evacuation of the people. After that, on 8 July only, she signed the official documents made on her instructions and containing false information and ordered to register them post factum as of 7 July 2012.

Investigators have collected enough evidence and the case with the approved indictment has been sent to the court to be tried on the merits.
