In Moscow criminal proceedings launched into evading paying customs duties on import of foreign military equipment

Moscow Military Investigations of Russia’s Investigative Committee has launched criminal investigation into evasion of paying customs duties on the military equipment imported in the Russian Federation containing sighs of a crime under paragraph “d” of part 2 of article 194 of the RF Criminal Code (evading paying customs duties levied on organizations committed on an especially grand scale).

It has been found that in 2011-2012, OAO Oboronservis (OJSC) concluded with the Russian Ministry of Defense 2 state contracts on delivery of a total of 264 armored motor car of Italian firm IVECO. Under the contracts in the period between February 2012 and February 2013, 125 assembly sets of the said armored cars were imported to the Russian Federation. During declaration of the goods false information about the purpose of armored vehicles and incorrect code as per stock list of foreign-economic activity were put in declarations. The rate of entrance duty on all 125 assembly sets was determined not as 20%, as required, but as 0%, which caused the state to suffer the damage of more than 320 million rubles.

Investigation is ongoing.
