Criminal case started in Saint-Petersburg into selling of state property and lands for general use at underrated cost

Military Investigations Directorate of the Russia’s Investigative Committee in Western military area has launched a criminal investigation into illegal selling of property owned by the Russian ministry of Defense containing signs of a crime under paragraph “c” of part 3 of article 286 of the RF Criminal Case (exceeding official powers entailing grave consequences).

It is known that in September 2010 the Russian Ministry of Defense represented by head of Department for Property Relationships of the Ministry Yevgenia Vasilyeva concluded with OOO TransStroi (LLC) a contract on selling a property complex located in Saint-Petersburg in No 12 “a”, Shkipersky protok. Under the sale contract 6 non-residential buildings and a piece of land of more than 48 thousand square meters were sold to a private owner for 525 million rubles. In summer 2011, the new owner sold the said property to OOO Novy Dom (LLC) for 603 million rubles. However, based on the results of the expert study, which was the bases for the criminal investigation, the market price of the property at the moment of selling was over 1 billion rubles.

In accordance with the ruling of Arbitrage court of Saint-Petersburg and Leningrad Region which has already entered into legal force, a part of the lands alienated from the state is a line of a water body (part of fairway of the Bolshaya Neva river) and was not subject to selling. Based on this decision the court demanded from OOO Novy Dom the above mentioned piece of land of more than 11 thousand square meters for benefit of the Federal Agency for State Property Management of the Russian Federation.

At present investigating operations are underway to find all the circumstances of the crime. Investigation is ongoing.
