Sentence passed to former governor of Tula Region Vyacheslav Dudka

Court has found the evidence gathered by the Main Investigations Directorate of the Russia’s Investigative Committee enough to convict the former governor of the Tula Region Vyacheslav Dudka and ex-director of regional department of property and land relationships Viktor Volkov. They were found guilty of crimes under paragraphs “a” and “d” of part 4 of article 290 of the RF Criminal Code (taking a bribe on an especially large scale).

The court and investigation have found that in spring 2010, Dudka entered a conspiracy with former director of Tula Region Department of Property and Land Relationships Volkov and through a mediator received a bribe of 40 million rubles from Dobrynin, the managing director of ZAO Corporation GRINN, for leasing 2.5 ha of land.

Investigators have run a lot of investigating and procedural operations, including a psychological-linguistic expert examination of phone calls of the accused. These were the results of this examination that confirmed that Dudka and Volkov used scientific terms in the best traditions of detective stories to cover up the corruption scheme. In their language the dissertation meant money, the academic senate stood for the officials and the scientific advisor – the bribegiver. All these materials were filed into the lawsuit.

The criminal case against Dobrynin was dismissed due to expire of the statute of limitations.

The court sentenced Dudka to 9.5 years in a maximum-security penal colony and a fine of 900 thousand rubles. Volkov was sentenced to 2.5 years, but was released from the punishment due to the fact that he spent this time in detention and under house arrest during the preliminary investigation. Dudka was detained immediately in the court room. In addition, he was deprived of all state awards and titles and was banned from taking any positions in state or municipal bodies for 3 years.
