Employees of N.I. Pirogov National Research Medical University suspected of bribery

Moscow Main Investigations Directorate of the Russia’s Investigative Committee has launched a criminal investigation against acting head of management and organization of purchasing at N.I. Pirogov Russian National Research Medical University Dmitry Semyonov and Sergey Yarnykh, who has occupied this position before. Semyonov is suspected of a crime under part 6 of article 290 of the RF Criminal Code (taking a bribe with extortion on an especially large scale), Yarnykh – of mediation in bribery (part 4 of article 291.1).

According to investigators, Semyonov demanded from commercial director of OOO OknaStroyIndustriya (LLC) a bribe for signing the documents stating that the company had completed the building work and payment for it. Under the state contract worth 11 million rubles, the company installed plastic windows in the buildings of the University. In case the commercial director refused to give the bribe, Semyonov promised to leave the bill unpaid. He demanded 1.1 million rubles. Sergey Yarnykh was a mediator in the bribery. At first the commercial director of OknaStroyIndustriya gave to Yarnykh through an acquaintance of his 8 thousand US dollars, and later another 27 thousand US dollars. While receiving the second part of the bribe the mediator was detained. After that he appointed a meeting with Semyonov, which took place under control of law enforcement agents.

When Semyonov was receiving the bribe, the police officers tried to detain him, but he escaped. At present investigators are taking measures to find him. Investigation is ongoing.
