People involved in attack on Ingushetia Security Council Secretary Akhmet Kotiyev and police officer Ruslan Kotiyev identified

The Main Investigation Directorate of the Investigative Committee of Russia in the North Caucasus Federal District continues investigating a criminal case into an attack on the life of Ingushetia’s Security Council Secretary Akhmet Kotiyev and a police officer Ruslan Kotiyev containing signs of crimes under article 227 of the RF Penal Code (encroachment of the life of a statesman or a public figure), article 317 (encroachment on the life of a law enforcement agent) and part 2 of article 222 (illegal circulation of firearms).

According to investigators on 27 August 2013, opposite household No 102 in Shosseynaya Street in the village of Nizhniye Achaluki in Malgobeksky district in the Republic of Ingushetia the unidentified people gunned from 5.45 and 7.62 caliber submachine guns the VAZ-2111440 car driven by Ruslan Kotiyev. Akhmet Kotiyev, the secretary if Ingushetia’s Security Council, was travelling to work in the car. Ruslan Kotiyev was killed on the spot and Akhmet Kotiyev died at hospital of gunshot wounds.

Three individuals involved in the crime have been identified during search and investigating operations conducted together with officers of state security and internal affairs in the republics of Ingushetia and North Ossetia – Alania. They are a resident of the Chechen Republic Artur Dolsayev, born in 1986, and two residents of the Republic of Ingushetia – Akhmed Yevloyev, born in 1990 and Magomed Polonkoyev, born in 1987. Dolsayev has been remanded in custody, Yevloyev and Polonkoyev have been put on the federal wanted list.

The main version of the crime is Kotiyev’s professional activity as the Secretary of Ingushetia’s Security Council, including adapting the surrendered militants to peaceful life. Investigation is ongoing.
