Criminal investigation against two people charged with abusing powers in the area of housing and communal facilities finished in Murmansk Region

The Murmansk Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against CEO of OOO Managing Company “Housing and Communal Service” of Olenegorsk Vladimir Doronin and CEO of OOO Managing Company Zhilkomfort (LLC) Yelena Parkhomchuk. Doroning is charged with a crime under part 2 of article 201 of the RF Criminal Code (abuse of powers entailing serious consequences), Parkhomchuk is charged with a crime under part 3 of article 33, 2 of article 201 of the RF Criminal Code (abuse of powers entailing serious consequences).

According to investigators Yelena Parkhomchuk actually managed OOO Managing Company Housing and Communal Service of Olenegorsk and made decision as per distribution of the money. Doronin under her guidance, acting to get profit and benefits for himself and other persons, deliberately did not executed the contract concluded with resource-supplying company Olenegorsk heat networks in order to make material damage. As a result, from 30 October 2012 to 20 January 2013 OOO Managing Company “Housing and Communal Service” (OJSC) did not transfer money for the supplied heating energy to the account of municipal unitary enterprise Olenegorsk heat networks with which the contract on supply of heat energy had been concluded. The money paid by people for the supplied heat energy was transferred on the account of OOO Managing Company Housing and Communal Service of Olenegorsk (OJSC), which was enough to pay the invoices submitted by the resource supplying company.

Thus, actions of Doronin and Parkhomchuk damaged legal interests of Olenegorsk heat networks equal to material loss of over 32 million rubles. The crime created a real threat of undermining the provision of Olenegorsk with heat during the winter of 2012-2013.

Investigators have gathered enough evidence and the criminal case has been sent for the indictment to be approved and further to court to be tried on the merits.
