President of OAO RKK Energia suspected of abuse of office

The Central Federal District Investigations Directorate of the Russia’s Investigative Committee has launched a criminal case against president of OAO the S.P. Kovalyov Rocket and Space Corporation Energia (hereinafter RKK Energia) Vitaly Lopota. He is suspected of a crime under part 1 of article 201 of the RF Penal Code (abuse of office).

According to investigators, in 2010 Lopota, who was executing managerial functions in RKK Energia, ordered the leadership of the affiliated company ZAO Experimental Engineering Plant to issue loans to two companies participating in commercial project Sea Start. The money was to be spent for prepayment under the agreements on building manned ships under state and other contracts. The loans were issued to affiliated companies on the conditions not profitable for RKK Energia. This way use by Lopota of his powers against the interests of RKK Energia entailed considerable damage to protected interests of the state, which was the owner of 38% shares in RKK Energia. The loss stands at over 41 million rubles.

At present necessary investigating operations are underway to find out all the circumstances of the crime. Investigating is ongoing.

It should be noted that the criminal investigation was launched after checking the report of first deputy head of the Federal Space Agency.
