In Rostov-on-Don former director of Property and Land Relations Department suspected of exceeding office

The Southern Federal District Investigations Directorate of the Russia’s Investigative Committee has launched a criminal investigation against former director of Property and Land Relations Department of the city of Rostov-on-Don Alexander Kochergin. He is suspected of several counts of a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (exceeding official powers).

According to investigators in 2009-2010 Kochergin violating a number of regulatory acts ordered to sell 5 pieces of land in the left-bank industrial zone of the city of Rostov-on-Don to OOO Rostov Universal Port at a cost 150 times less than assessed value. In addition, those lands were in state or municipal ownership and exceeded the area permissible for sale by over 300 thousand square meters. The said wrongdoings of Kochergin caused multi-million damage to the city of Rostov-on-Don. The money could have been used to tackle local issues.

At present investigating operations are underway to find out all the circumstances of the crime. Investigation is ongoing.
