In Trans-Baikal criminal proceedings launched against current and former deputy mayors of Chita

The investigating bodies of the Russia’s Investigative Committee in the Trans-Baikal Territory have opened another criminal case against deputy mayor of Chita, head of construction, transport and communications office, deputy chairman for infrastructure development at the Chita town administration Vyacheslav Shulyakovsky suspected of a crime under paragraph “c” of part 5 of article 290 of the RF Penal Code (bribery on an especially massive scale).

According to investigators, Shulyakovsky being an official with administrative and organizational functions in Chita acted of mercenary interests to get profit and intentionally part by part during 2010 personally received a bribe of 600 thousand rubles from a CEO of a company. He received the money for ensuring the company’s victory in a tender using his official position and powers and further conclusion of municipal contracts on capital repairs of construction and quick and full transference of the budgetary money to the contractor’s account. The money received illegally Shulyakovsky spent on his own needs.

In addition, the investigating bodies of the Russia’s Investigative Committee in the Trans-Baikal Territory have started a criminal investigation against deputy construction, transport and communications mayor of Chita Anatoly Kulikov suspected of a crime under paragraph “c” of part 5 of article 290 of the RF Penal Code (bribery on an especially massive scale).

According to investigators, Kulikov demanded from the CEO of a company to give him 7.5% of the contract worth 57 million 338 thousand 700 rubles, as a condition for its conclusion and further problem-free transfer of the budget money, which the latter accepted and from October 2007 to May 2009 he both personally and through an mediator gave Kulikov money and construction materials worth in total 4 million 300 thousand rubles.

At present investigating and searching operations are underway to find out all the circumstances of the crimes. Investigation is ongoing.
