Criminal case against former employees of Investigative Committee and Federal Migration Service accused of mediation in bribery sent to court

The main Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against former deputy head of office of the Central Federal District Investigations Directorate of the Russia’s Investigative Committee Sergey Olkhovnikov and head of a department at the Moscow Office of the Federal Migration Service Dmitry Klimansky charged with a crime under part 4 of article 291.1 of the RF Penal Code (mediation in bribery).

According to investigators in September 2013 Olkhovnikov and Klimansky decided to give a bribe of 50 thousand US dollars to an investigator in the Russia’s Investigative Committee, who was investigating a criminal case over fraud. For the said fee they offered the investigator to make for them copies of files so that they could give them to the accused, who was wanted for fraud. The investigator refused to take a bribe and reported it to his chief. After that he took part in investigating operations to detain Olkhovnikov and Klimansky. Following the investigation and service check by order of the Chairman of the Russia’s Investigative Committee Olkhovnikov was dismissed for violating the oath and committing fault defaming the honor of the employee of the Russia’s Investigative Committee.

The investigators have gathered enough evidence, therefore, the criminal case with the approved indictment has been sent to court to be tried on the merits. The criminal case against the bribe-giver has been severed in a separate law suit as he is wanted for the crime.

Over the past years it is unfortunately not the first criminal case and let’s face it – not the last one opened against our personnel. However, the senior officials of the Committee have never had even a slightest doubt about whether to open a case against their people or not, if there are reasons to do that. Moreover, such facts were made public on our initiative as a rule. It is constant work to prevent and reveal acts of corruption and first of all among its own personnel, which is one of the main elements of the Committee’s activity, that gives us the legitimate and moral right to respond as toughly to any acts of corruption, including those among personnel of other law enforcement agencies and officials of whatever position or rank.
