In Moscow Region lieutenant colonel in reserve charged with exceeding authority causing state damage over 39 million rubles put on trial

The military investigations department of the Russia’s Investigative Committee for Alabino garrison has finished investigating a criminal case against deputy head for material and technical resources of military unit 55338 Lieutenant Colonel Valery Yepifanov. He is charged with a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (exceeding authority inflicting grievous consequences).

During execution of the state contract of 1 October 2011, providing sanitary maintenance of the insides and premises of the military camp No 8, the senior officials of OAO Slavyanka concluded an agreement with OOO Farm-Active, which in its turn concluded a contract with OOO Moskovia. Later Kubinsky branch of Slavyanka registered acceptance certificates of services in the period between November 2011 and June 2012, but in fact the cleaning of premises was carried out by conscripts.

According to investigators, Yepifanov received from the CEO of Moskovia the acceptance certificates, and gave his subordinates orders to sign them on behalf the head of military unit 55338. Then, having access to the official stamp, he stamped each certificate, by that confirming that the outside organizations allegedly rendered services in the interests of the military camp and within the stated period of time. As a result of those wrongdoings the state suffered loss of 39 million rubles.

The investigators have gathered enough evidence, therefore, the criminal case with the approved indictment has been sent to court to be tried on the merits.
