Criminal case opened in Bryansk against former head of town administration

The Bryansk Region investigating bodies of the Russia’s Investigative Committee have opened a criminal case against former head of Bryansk administration Sergey Smirnov. He is suspected of a crime under part 2 of article 286 of the RF Penal Code (excess of authority committed by a head of local government). The bases for the investigation were the files provided by the Federal Security Service and Prosecutor’s Office.

According to investigators, in December 2009, Smirnov illegally signed permit to put into operation 8 blocks of flats in the village of Belye Berega in the town of Bryansk, which at the time were not finished by contractor OOO YevroOtdelka (LLC). As a result the houses were built violating project documentation, construction norms and rules, as well as state standards. Later the said houses were bought by Bryansk administration as municipal property and citizens were moved into them from ramshackle and dangerous structures. In October 2014, the houses were recognized dangerous structures subject to demolition.

At present investigative operations are underway to find out all the circumstances of the crime. The investigation is ongoing.
