Investigators request arrest former head of Dalspetsstroy Yuri Khrizman charged with embezzlement

The Main Investigations Directorate of the Russia’s Investigative Committee is investigating a criminal case over stealing of money allocated by the federal budget to build facilities of space launching site Vostochny initiated based on the files provided by the Russian Chamber of Accounts over a crime under part 4 of article 160 of the RF Penal Code (embezzlement, that is stealing of another’s property entrusted to the accused committed by a group of people on a very large scale).

It has been revealed that the function of the general contractor to build the Vostochny space launching site were charged to Far Eastern Federal District Main Office of Special Construction of the Federal Special Construction Agency (hereinafter Dalspetsstroy) which reports to the Federal Special Construction Agency. According to investigators as a result of illegal actions of Dalspetsstroy head retired lieutenant general Yuri Khrizman in 2012-2013 the Russian budget suffered damage of at least 1.8 billion rubles.

Khrizman has been charged with embezzlement committed by an organized group on a very large scale and is in detention. The investigators are going to file a request on taking him in custody pending trial. Operational support of the inquiry has been provided by officers of the Federal Security Service. The investigation is ongoing.
