In Yakutia criminal investigation launched in negligence of city administration officials after a pack of stray dogs attack an elderly woman

The investigating bodies of the Russia’s Investigative Committee for the Sakha Republic (Yakutia) have launched a criminal investigation in a crime under part 1 of article 293 of the RF Penal Code (negligence).

On 18 January 2015, on 50 let Sovetskoy Armii street in the city of Yakutsk a 57-year-old woman was bitten by a pack of stray dogs. The woman was walking with her 2-year-old granddaughter and managed to save the child at the expense of her own health. At present the woman is being treated in traumatology department of the republican hospital.

The investigators believe that the incident became possible because of negligent attitude of officials Yakutsk administration to their service which led to the increase in the number of stray dogs and their uncontrolled movements around the city.

The investigators are going to identify persons in charge of observance of regulations regulating the number of stray dogs and controlling their capture and keeping. The investigation is ongoing.
