In Jewish Autonomous Region former deputy head of agriculture department of regional government to appear before court

The Jewish Autonomous Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against former deputy head of Agriculture Department of the Hewish Autonomous Region Government. He is charged with a crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators, pursuant to the Order of the Russian President “On measures to overcome massive floods in the Republic of Sakha (Yakutia), Primorye and Khabarovsk Territories, Jewish Autonomous Region” and regional regulatory acts approved pursuant to the Order, on 9 October 2013, the Agriculture Department concluded a state contract with the head of farming on supply of fodders. As per the contract the supplier was bound to supply hay and straw free of charge to people owning cattle and hit by the floods. The amount of the fodder was to be worth over 500 thousand rubles. The head of the Agriculture Department ordered the accused to oversee the distribution and receipt of the fodder. Lack of proper oversight over the execution of the contract resulted in the fact that the supplier in order to make some money supplied citizens hit by the floods and in urgent need of fodders to save the livestock with fodders at a price between 4.5 and 5 thousand rubles per ton, whereas as per contract he had to do it free of charge. The said actions led to considerable violation of rights of citizens who had no choice by to buy the fodders by their own money and that the supplier illegally received over 500 thousand rubles from budget funds.

At present the criminal case with the approved indictment has been sent to court to be tried on the merits.
