In Kaliningrad Region former deputy head of Zelenogradsk District found guilty of bribery on large scale

A court has recognized the evidence gathered by Kaliningrad Region investigating bodies of the Russia’s Investigative Committee sufficient to convict former head of Zelenogradsk District Sergey Kokay. He was found guilty of attempted bribery on a large scale (part 3 of article 30, paragraph “d” of part 4 of article 290 of the RF Penal Code) – in the variant of the law in force in 2003.

The court and investigators have found out that in April 2003, Kokay while being deputy head of Zelenogradsk District and chairman of Property Management and Consumer Rights Protection Committee, for a fee of 300 thousand US dollars promised CEO of one of commercial organizations to give on long-term lease for construction of hotels lands on the Baltic Sea shore including those located in Kurshskaya spit. As soon as the parties agreed on the conditions, he signed a decree on passing the said lands to the company on behalf of the head of Zelenogradsk District. Kokay employed an acquaintance of his as an intermediary to receive the bribe.

When the intermediary received the money in a car parked near a sanatorium in the town of Zelenogradsk, Kaliningrad Region, he was detained during an operation carried out by the police.

In June 2003, due to the fact that Kokay escaped from investigators, a court ruled to put him in custody in absentia. He was put on the international wanted list. In January 2014, the accused was detained in Rostov Region and later transported to Kaliningrad.

The court has sentenced Kokay to 6.5 years to be served in a maximum-security penal colony.

In 2005, Kokay’s intermediary got suspended sentence of 5 years in prison.
