New facts revealed in investigation in forgery of pilot certificates in St. Petersburg

The investigating bodies of the Northwestern Transport Investigations Directorate of the Russia’s Investigative Committee continue investigating criminal cases against Andrey Kocharygin, the CEO of Aviation Training Center for all-service aircrafts Krylya Nevy (hereinafter Krylya Nevy) accused of the crime paragraphs “a” and “c” of part 4 of article 204 of the RF Penal Code (commercial bribery).

Investigators have revealed that Kocharygin, being the CEO of Krylya Nevy which was engaged in training and professional development of pilots, being in the city of Saint-Petersburg in the period between 2 November 2009 and 7 February 2013, illegally issued documents confirming that some citizens had taken a training course in Krylya Nevy and received qualifications of pilot. For doing that he received between 50 and 170 thousand rubles as a commercial bribe, in all, over 4.5 million rubles.

In total there are 24 criminal cases opened against Kocharygin. In addition the investigators have managed to reveal 32 more of his crimes under paragraph “c” of part 4 of article 204 of the RF Penal Code.

Following requests of the Russia’s Investigative Committee the Russian Aviation has revoked amateur pilot and commercial flights pilot licenses of 22 more individuals (earlier 9 licenses were revoked).

The license has been also revoked from the training center.

The investigators are going to find out all similar crimes committed by the head of the training center. The investigations are ongoing.
