Investigative Committee launches check in attack on Russian Consulate General in Yemen

The Main Investigations Directorate of the Russia’s Investigative Committee has launched a procedural check in the attack on the Russian Consulate General in Yemen, which is under international protection.

The information about the attack was published in several mass media on 2 April. The check revealed that on 30 March 2015, representatives of Saudi Arabia and other states of the Persian Gulf, as well as Egypt, Jordan and Sudan shelled the Russian Consulate General in the city of Aden. The building was badly damaged. On 1 April 2015, unidentified people from the Houthis, followers of Ansar Allah movement, used weapons and objects that could be used as weapons broke into the Consulate and looted it.

These wrongdoings aimed against Russia were committed violating article 33 of the Vienna Convention on Consular Relations and part 1 of article 33 of the Consular Convention between the Russian Federation and Yemen on immunity and diplomatic protection of consular facilities. Under part 3 of article 12 of the Russian Penal Code foreign citizens or stateless people not residing in Russia, who have committed a crime outside Russia, are subject to prosecution under Russian laws in cases if the crime was committed against the interests of the Russian Federation.

The check will identify the consequences of the airstrikes, the pecuniary damage and people involved in the attack. Investigators believe that such actions fall under part 1 of article 360 of the RF Penal Code – attacks on working places of individuals under international protection. A procedural decision will be made following the check.
