In Rostov Region City Duma deputy arrested on suspicions of fraud involving municipal property

The Rostov-on-Don-based seventh investigations department of the Main Investigations Directorate of the Russia’s Investigative Committee has opened a probe against CEO of OOO Rostov Universal Port Andrey Leshchenko, who is also a deputy of the Rostov-on-Don City Duma. He is suspected of a crime under part 4 of article 159 of the RF Penal Code (fraud).

According to investigators, OOO Rostov Universal Port without any auction illegally got into its ownership lands owned by the municipality. Wanting to illegally register ownership on the said lands Leshchenko had filed with architecture and town building department of the city administration forged documents confirming design and construction of inexistent buildings. As a result of Leshchenko’s actions the city of Rostov-on-Don suffered pecuniary damage of over 500 million rubles.

Following a request filed by the investigators a court has ruled to place Leshchenko in custody. At present investigative operations are underway to find out all the circumstances of the crime.
