On Sakhalin criminal cases opened against local woman suspected of attempted murder of her daughter and against specialist of guardianship body suspected of negligence

Sakhalin Region investigating bodies of the Russia’s Investigative committee have launched a criminal investigation in a crime under part 3 of article 30, paragraph “c” of part 2 of article 105 of the RF penal Code (attempted murder).

According to investigators, a 5-year-old girl was delivered in Poronaysk Central District Hospital with a penetrating stab wound in the stomach. The girl’s mother, 36, was detained on the suspicion of the crime. The investigators are contemplating custodial restraint.

According to the investigators, in the evening of 6 April 2015, the suspect was at home with her daughter drunk. The girl was crying and refused to obey to her mother. The mother got angry with her, took a knife and stabbed the girl lying on the couch in her stomach once. The suspect failed to kill the girl as was stopped by neighbors and police officers.

In addition, during the investigation it has been revealed that on 31 December 2014, police officers found the girl in a socially dangerous situation due to which she was placed in hospital and then transferred to a social rehabilitation center. The girl stayed there until 3 February 2015 and then the leading specialist of the guardianship office issued a permission to take the girl back to her family. Violating the current laws officials of the guardianship body did not confiscate the girl from the family and failed to take any measures to put her in ward which in turn lead to the drunk mother trying to kill the girl on 6 April.

Considering that the actions of the leading specialist of the guardianship office of Poronaysk town administration contain signs of a crime, Sakhalin Region investigating bodies have opened an investigation against her in a crime under part 2 of article 293 of the RF Penal Code (negligence). In addition, during the probe the investigators are going to qualify actions or omission of other officials of the guardianship office.

At present investigative operations are under way to gather and consolidate the evidence. The investigation is ongoing.
