During investigation in murder of 5 in Tula another case opened in negligence of staff of boarding school and police

Tula Region investigating bodies of the Russia’s Investigative Committee continue investigation in murder of 5 people committed on 30 May 2015 in the village of Kosaya Gora, Tula (paragraphs “a”, “c” of part 2 of article 105 of the RF Penal Code).

At night of 30 May 2015, dead bodies of 5 people, including three children with stab wounds were found in a single-family house in the village of Kosaya Gora. Two more people, including a child were taken to a hospital. The crime was reported on the phone by a girl, whose body was later found at the scene.

It is known that the victims were related: grandmother, mother and her children – two girls aged 10 and 9 and a 5-year-old boy. The survived boy aged 7 is also her son.

A 30-year-old foreign citizen, living in Russia without registration has been detained on suspicion of the crime.

By the present time investigators has questioned the suspect and checked his testimony at the scene. A court has ruled to remand the man in custody pending trial.

During the probe the investigators have revealed that reasons contributing to the crime were improper discharge of professional duty by policemen of Tula Office of the Ministry of the Interior and staff of Tula special school of 7 kind, the killed girls went to. Tula Region investigating bodies of the Russia’s Investigative Committee opened an investigation in a crime under article 293 of the RF Penal Code (negligence).

There was a delay after the policemen had taken the call from the girl and later failed to do their job properly when examining the administrative sector where the foreign citizen lived. The staff of the school had failed to organize social protection and protection of rights and interests of its inmates.

Investigative operations are underway to find out all the circumstances of the crime. The investigation is ongoing.
