In Moscow Region investigation launched in burns suffered by children at holiday camp

8 children suffered burns on 6 June 2015 after a gas tank exploded at the House of Young Tourist holiday camp in the village of Mukhanki, Dmitrov District, Moscow Region. Following a check the Moscow Region Main Investigations Directorate of the Russia’s Investigative Committee have launched a criminal investigation in a crime under paragraph “c” of part 2 of article 238 of the RF Penal Code (providing unsafe services).

It has been preliminarily revealed that between 4 and 8 June 2015 the camp hosted the 70th Hiking Competition among school children attended by at least 863 children from Moscow schools. A tent camp was deployed, the children were divided into teams each of which had a leader in charge of lives and health of the children and provision of safety during the hiking trip. Each team brought in necessary gear and food.

Investigators believe that on 6 June the children were cooking on an open fire in an open ground watched by the leader of one of the teams and his deputy. One of the girls wanted to make some kissel using a gas burner. 5-10 minutes after the girl had turned it on, one of gas tanks exploded.

During the crime scene investigation the investigators confiscated gas burners and tanks, and passed them on to be processed for evidence, documents of The Moscow Children’s Center of Ecology, Local History and Tourism, documents related to organization of the event, applications and lists of the teams. In addition, forensic medical inquiries of the victims will be run. The investigators are locating the organization that sold gas burners and tanks to the camp, as well as their manufacturers and suppliers in order to confiscate gas burners and tanks from selling until experts confirm that they are safe to use. The investigation is ongoing.
