Investigators look into dog attacks on children in number of regions

Several cases when dogs attached children have been revealed over the past weekend in Irkutsk, Kostroma and Saratov Regions. The Kostroma Region investigating bodies of the Russia’s Investigative Committee launched an investigation in a crime under part 2 of article 109 of the RF Penal Code (reckless homicide due to improper discharge of duty) following death of a 5-year-old girl after a dog attack.

According to investigators, on 14 June 2015, the girl and her parents visited their acquaintances in a town in Kostroma Region. About 1 PM, the girl was attacked by a dog in a private cannel. The girl died at the scene. Investigators detained the owner of the cannel and are now questioning her. Restraint is expected soon. During the probe the investigators are also going to qualify actions (omission) of officials of local government and other control bodies who had failed to ensure safety of the cannel.

In addition, on 11 June 2015, in the city of Irkutsk a rottweiler dog attacked a 10-year-old boy who was playing at a children’s ground. The boy suffered slight injuries. The Irkutsk Region investigating bodies opened a criminal investigation in a crime under part 1 of article 115 of the RF Penal Code (deliberate infliction of slight injuries).

According to investigators, the owner of the dog was drunk when he was walking the dog in an unauthorized place without a leash or a muzzle. The dog attacked the boy. The owner of the dog was released on recognizance.

On the same day a 3-year-old child injured in the attack of two rottweiler dogs was hospitalized in the city of Saratov. At the present moment the child’s life is out of danger. According to the child’s father, the dogs belonged to their relatives and at the moment of the attack were on the property. The Saratov Region investigating bodies launched a pre-investigative check and are going to qualify all the circumstances of the incident. A procedural decision will be made following the check.

The Investigative Committee has always responded quickly and sternly to each act of violation of the rights of children. The investigators will do everything to hold the owners of the dogs, who failed to ensure children’s safety and other individuals in charge of controlling the safety, responsible for what they did.
