In Omsk in connection with large accident preliminary investigation opened against officials of State Road Surveillance Department

Omsk Region investigating bodies of the Russia’s Investigative Committee in connection with a traffic accident that happened in the suburb of Omsk on 24 June 2015 and killed 16 people and injured 11 more, have launched a pre-investigating check against officials of Omsk Region Department of State Road Surveillance who were in charge of controlling and supervising over motor transport and roads.

At present investigators are seizing necessary documents from the institution and are questioning the officials. During the check the investigators are going to qualify the actions of the officials as a crime under article 293 of the RF Penal Code (negligence). A procedural decision will be made following the check.

In addition, Omsk Region investigating bodies continue investigating a criminal case opened over a crime under part 3 of article 239 of the RF Penal Code (providing services that do not meet life and health safety standards and entailed death of two or more people).

According to investigators, the LIAZ bus that carried the workers belongs to municipal passenger enterprise No 4. The enterprise and OAO Siberian Poultry Factory had concluded an agreement on transportation services.

At the present time, the investigators have seized necessary documents from the passenger enterprise including those related to technical condition of the bus and medical examination of the driver, as well as job descriptions of the employees and other documents. Other investigative operations are underway to identify the guilty ones. The investigation is ongoing.
