Investigation against 6 policemen finished in Tatarstan


The Main Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against Chief of Drug Traffic Department of Crime Detection Office of Tatarstan Ministry of the Interior Andrey Alekseyev, chiefs of the Drug Traffic Department and Office for Kazan of Crime Detection Office of Tatarstan Ministry of the Interior Dmitry Andriyenko and Yakov Kononenko, senior police operative of Interregional and International Drug Crimes Office of the Drug Traffic Department of Crime Detection Office of Tatarstan Ministry of the Interior Marat Sadykhov, Chief of Kazan Police Department of the Russian Ministry of the Interior Ruslan Khalimdarov, senior operative of the K Office of the Tatarstan Ministry of the Interior nail Safiullin. Depending on the role of each one they are charged with crimes under paragraphs “a” and “b” of part 3 of article 286 of the RF Penal Code (abuse of authority), part 2 of article 228 (illegal drug trafficking), part 3 of article 294 (obstruction of justice and initial investigation), paragraph “a” of part 3 of article 158 (theft).

According to investigators, in 2013, Khalimdarov, Alekseyev, Sadykhov, Andriyenko and Kononenko in order to make the results of their work artificially better demanded from former convict from Kazan to plant drugs on an acquaintance of his. When the man warned his acquaintance about policemen’s intentions, the police officers planted drug into his flat and the flat of another of his acquaintances and forced them to self-incrimination. After the man from Kazan had been detained, the accused, fearing disclosure, tried to seize the criminal case from the proceeding and pass it on to the Ministry of the Interior. To do that, they forced the arrested to sign a false confession, complain about actions of the investigators of the Federal Drug Control Service and coerced him in giving false evidence.

In addition, during this investigation, another similar crime was revealed that had been committed in 2009. Then, Andriyenko and Safiullin were serving in the police station No 4 of the Tatarstan Ministry of the Interior, planted drugs to another resident of Kazan illegally using special means and physical force against him, in order to make their service results look better.

The guilt of the former police officers is confirmed by statements of witnesses, victims, results of examinations of objects and documents, conclusions of expert examinations, materials got during investigative and search operations.

The investigators have enough evidence so the criminal case has been sent for the indictment to be approved and further to court to be tried on the merits.
