Seven former officials of regional office of Federal Penitentiary Service to stand trial in Ingushetia for attempted fraud

The North Caucasian Federal District Main Investigations Directorate of the Russia’s Investigative Committee has finished investigation against former Chief of Ingushetia department of the Federal Penitentiary Service Mukhtar Buzurtanov, senior operatives of Inner Security Office of the said department Ali Guloyev and Yelena Muradova, Chief of the special assault office Dzhambolat Beshtoyev, senior operative of police control room of the special assault office Rashid Imagozhev, Head of corps office of pretrial detention center No 1 of the said department Ruslan Sakalov, senior operative of the special assault office of the said department Umar Archakov. They are charged with a crime under part 3 of article 30, part 4 of article 159.2 of the RF Penal Code (attempted fraud on a very large scale with payouts).

According to investigators, in April 2013, Buzurtanov conspired with Guloyev, Muradova, Archakov, Beshtoyev, Imagozhev and Sakalov to steal budgetary funds on a very large scale by illegal receipt of social payouts under program “Execution of state obligations of providing housing for categories of people stated in federal laws” of federal program “Housing in 2011-2015” allocated to cover state housing certificates. To do that the accused forged a lot of documents, certificates and stamps of state and non-state organizations in the region in order to illegally get housing certificates cost over 35 million rubles.

However, their wrongdoings were stopped as a result of well-planned investigative operations in cooperation with operative officers of the Federal Penitentiary Service.

The investigators have enough evidence so the criminal case with the approved indictment has been sent to court.
