In Orenburg Region senior officials of orphanage questioned under investigation in negligence of staff following kidnapping of inmate

The Orenburg Region investigating bodies of the Russia’s Investigative Committee continue investigating a criminal case opened over a crime under part1 of article 293 of the RF Penal Code (negligence) following improper discharge of duties by officials of Abdulino children’s home.

Experienced investigators of the major investigations department of the regional investigations directorate are working at the scene.

They have questioned the staff and inmates, the staff of the Abdulino railway station, director of the facility and his deputies.

In the near future the investigators are planning to press charges against senior officials of Abdulino children’s home: its director Sergey Buylov, who is also the head and president of the Abdulino District deputies council, his deputy and a teacher of the facility.

According to investigators the said officials demonstrated improper attitude to their duties and tailed to take necessary measures to prevent negative consequences or threat to the life and health of inmates which led to the fact that a 9-year-old boy was kidnapped from the facility.

The investigators are going to study the circumstances that made it possible to kidnap the boy and will qualify the actions of officials of controlling bodies.

The Orenburg Region investigating bodies of the Russia’s Investigative Committee continues investigation in a crime under paragraph “e” of part 2 of article 126 of the RF Penal Code, following the kidnapping of the boy.

The Investigative committee took all possible measures to hold the kidnapper in the shortest possible time. The investigators worked round the clock and the result of such tireless labor was the fact that the perpetrator was caught and the boy rescued.

As a result of investigative and search operations the investigators found out that the criminal was Sergey Ushkov, 41. The man was convicted in 1999 and 2008 of kidnappings and sexual abuses of underage boys. He was born to a problem family and was raised in a facility.

According to investigators, between 9 AM and 1 PM, 25 July 2015, Ushkov deceived the 9-year-old inmate of Abdulino children’s home and took him away in an unknown direction. Tat Abdulino bus station they took a coach Orenburg – Kazan and headed for Tatarstan. A CCTV camera recorded the fact. However, Ushkov with the boy got off in the town of Bavly, Tatarstan.

A CCTV camera on the bypass road of Bavly got the moment when the wanted got into a GAZ-2705 (Sobol) that was going by, but the car number was impossible to see on the video. Ushkov and the boy got to the town of oktyabrsky, Bashkortostan in that car.

Police stations of territorial departments of Ministry of the Interior for Orenburg Region, Tatarstan and Bashkortostan and officials of the line transportation department of the Russian Ministry of the Interior, operative services of Chelyabinsk, Samara and Sverdlovsk Regions were immediately ordered to search for the wanted.

The BOLOs were placed in public places, shops, bus stops, bus stations and railway stations in several regions. The media and volunteers were involved.

Ushkov was detained in the afternoon of 28 July 2015, at a bus station in Chelyabinsk.

The kidnapped boy was with him. He was examined by doctors. He feels well, nothing threats his life or health. At the moment of examination he had no visible injuries. At present forensic medical examination is underway and a psychologist is working with the boy.

The investigators and criminologists of the regional investigations directorate took off from Chelyabinsk to register the detention in due order and to transport Ushkov to Orenburg Region for questioning. Ushkov was charged in absentia with a crime under paragraph “e” of part 2 of article 126 of the RF Penal Code.
