The North Caucasus Federal District Main Investigations Directorate has lauched a criminal investigation against Director of Directorate of Single State Customer – Developer Shamil Kadiyev, Head of Buynaksk District Aniyal Shikhsaidov and Director of the branch of Multifunctional State and Municipal Services Center of Dagestan for Buynaksk District Kagir Magomedov. They are suspected of a crime under part 4 of article 159 of the RF Penal Code (fraud on a very large scale).

According to investigators, in the period between October and December 2014, the suspects stole over 14.6 million rubles of budget funds allocated to buy a kindergarten for 50 children with a piece of land in the village of Khalimbekaul, Buynaksks District.

At present investigators together with Dagestan Office of the Federal Security Service are carrying out investigative and search operations, they have searched the suspects’ residences. Kadiyev, Shikhsaidov and Magomedov have been detained in accordance with articles 91 and 92 of the Russian Criminal Procedure Code. The investigation is ongoing.
