The Tatarstan investigating bodies of the Russia’s Investigative Committee have started a criminal investigation against an operative officer of the crime detection department of Kazan Office of the Ministry of the Interior Azat Ganiyev suspected of a crime under part 1 of article 286 of the RF Penal Code (abuse of power) following a check carried out at the instruction of Investigative Committee Chairman Alexander Bastrykin.
According to investigators, in August 2015, the Tatarstan Main Investigations Directorate of the Interior Ministry opened a criminal investigation against unidentified people over extortion of property from the owner of an illegal gambling business. On 19 August, a member of the regional NGO Pravoporyadok (Law and Order) Timur Ilyin, 30, was detained on suspicion of this crime in Samara Region. Since then Ganiyev and other unidentified police officers threatened Ilyin to throw him in a cell and forced him to give false evidence against head of Pravoporyadok – deputy head of the regional office of the Young Guard of United Russia Eduard Salakhutdinov. He told that Salakhutdinov had been involved in extortion of money from owners of gambling businesses for not turning them in to the police. Based on that false testimony, there was a criminal investigation opened against Sakalhutdinov and he was detained.
At present investigative operations are under way to find out all the circumstances of the crime and to identify other police officers involved.
The criminal case was passed on to the Central Office of the Russia’s Investigative Committee (3rd investigations department of the Volga Federal District main Investigations Directorate) for impartial and all-round investigation.
