Investigation against Yevgheny Urlashov and his accomplices finished

The First Investigations Department of the Main Investigations Directorate of the Russia’s Investigative Committee has finished investigation against suspended Mayor of Yaroslavl Yevgheny Urlashov, his former deputy Dmitry Donsov and advisor Alexey Lopatin. Urlashov and Donskov are charged with an attempt to take a bribe on an especially large scale (part 3 of article 30, part 6 of article 290 of the RF Penal Code), in addition Urlashov is charged with taking another bribe (part 6 of article 290) and Lopatin with intermediacy in bribery (article 291.1).

According to investigators, in 2012-2013 the accused extorted from the CEO of Radostroy a bribe of 18 million rubles for the work done under the municipal contract on maintaining streets and roads of Yaroslavl in the first half of 2013. In case of refusal the accused threatened to not to pay the fee for the work done under the next contract. As a result, in July 2013, the CEO was forced to give Andrey Zakharov (already convicted) part of the said sum of 14 million rubles, to be given as a bribe to Urlashov, and after that the middleman was detained by law enforcement officials.

In addition, the investigators believe, that during the same period of time Urlashov received a bribe of 17 million rubles from the director of Yardostroy Construction Company as a part of 30-million-ruble bribe for assisting in passing the controlling interest of OAO City Road Department to OOO Yardostroy.

The investigators have enough evidence, so the criminal case with the indictment approved by the Prosecutor General’s Office has been sent to court to be tried on the merits.
