The Main Investigations Directorate of the Russia’s Investigative Committee has finished investigation against former Head of the Ivanovo Region Office of the Ministry of the Interior Alexander Nikitin and former head of capital construction and repairs department of the Ivanovo Region Office of the Ministry of the Interior Aleksey Sheyenkov. They are charged with a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (abuse of power), Sheyenkov is also charged with part 2 of article 292 (forgery) and part 1 of article 293 (negligence).
According to investigators, in 2013-2014, the accused ensured that under a state contract on building a new building of the regional office of the Ministry of the Interior some expensive works were done and some furniture provided (mainly to the offices of senior officials) that were not provided for in the contract. This was done at the expense of refusing to create the information protection system. The total pecuniary damage caused by Nikitin and Sheyenkov stands at 218 million rubles. Along with the damage, their actions led to the building not having been finished on time. The building is still not put into operation and can’t be used until all the necessary work has been done, including setting up of the information protection system, and elimination of breaches caused by criminal actions of Nikitin and Sheyenkov, which requires more money and time.
After the investigative actions had been finished, the case files were given to Nikitin for study on 22 October 2015 in strict compliance with criminal procedure law, that is he has to finish reading the files within 30 days before the maximum time of his arrest expires. However, the accused refused to read the files, demanding to replace two of his lawyers, he had picked himself, by a lawyer from Tomsk Region. It is obvious, that it was an attempt to drag and counteract the investigation. The investigator officially warned the accused that the new lawyer had to show up within 5 days and offered him to start reading the files on 23 and on 26 October, but the accused refused to do that without the new lawyer. The new lawyer arrived only on 27 October. Nikitin said that he would read the files only together with the lawyer, therefore on the same day the files were given to the new lawyer and the accused for the second time. If 30 days will not be enough for them to go through all the files, the investigator has the right to request a court to extend Nikitin’s term in custody.
