Killers of Lipetsk deputy Mikhail Pakhomov jailed

A court has recognized the evidence gathered by the Main Investigations Directorate of the Russia’s Investigative Committee sufficient to convict former deputy minister for housing and communal cervices of Moscow Region Government Yevgeny Kharitonov, Sergey Krasovsky, Yevgeny Zabrodin, Alexey Zabrodin, Dmitry Yermakov, Armen Ter-Minasyan and Dmitry Stolyarchuk. Depending on the role of each one they were found guilty of crimes under part 4 of article 111, article 126 of the RF Penal Code (deliberate infliction of grievous bodily harm, entailing death of a person, abduction).

Investigators revealed that in 2011, CEO of Mosoblkommunalstroy Sergey Krasovsky and CEO of OOO Torg Servis basically controlled by Mikhail Pakhomov concluded a general contract on construction of children playgrounds and sports grounds in Moscow Region. Under the contract the cost of the work was 1.2 billion rubles. The money was transferred to the account of Torg Servis. Kharitonov, who in 2011-2012 served as deputy minister for housing and communal cervices of Moscow Region Government controlled execution of the program on construction of children playgrounds and sports grounds in Moscow Region. Later Kharitonov and Krasovsky organized Pakhomov’s abduction to extort from him 85 million rubles from the money paid for the work.

In the period between November 2012 and February 2013 Kharitonov, Krasovsky and other accused several times tried to kidnap Pakhomov in the town of Lipetsk and Moscow Region.

On 12 February 2013, the two Zabrodins, Yermakov, Ter-Minasyan, Stolyarchuk and Trofimov acting on the orders of Kharitonov and Krasovsky abducted Pakhomov to extort money from him. During the kidnapping Pakhomov was beaten and then Yermakov shot at him at least 3 times from a Jorje traumatic pistol, including in the head. Then he was transported to the village of Kudinovo, Noginsk District, Moscow Region, where the accused were going to hold him until he gave the money. However, Pakhomov died a few hours after he had been kidnapped.

To hide the traces of the murder, the accused put the body in a metallic barrel and poured some concrete in there. The body was found in that barrel in Rassvet cooperative in Noginsk District, Moscow Region on 17 February 2013.

The court has sentenced Dmitry Yermakov to 14 years, Armen Ter-Minasyan 5 years, Yevgheny Zabrodin 5 years, Yevgheny Kharitonov 7 years, Sergey Krasovsky 6 years, Alexey Zabrodin 6 years and Dmitry Stolyarchuk 3.5 years in prison.
