Investigators check information on cruel treatment of children in Trans-Baikal Territory

The Trans-Baikal investigating bodies of the Russia’s Investigative Committee continue the investigation against a teacher of V.N. Podgorbunsky Chita Aid Center for Neglected Children of Trans-Baikal Territory (orphanage No 1). She is charged with illegal deprivation of freedom of a minor (paragraph “e” of part 2 of article 127 of the RF Penal Code) and with power abuse committed using force (paragraph “a” of part 3 of article 286 of the RF Penal Code).

It should be noted that the investigators have requested a court to remand the woman in custody pending trial, however, the court has ruled to place her under house arrest considering her health problems.

Since the case was opened, the investigative team has been checking all information on brutal treatment of the children in the facility, including those reported in the media. Several investigations have been opened today against officials of the said facility.

In addition, the investigators are going to qualify the actions of officials authorized to protect children’s rights in Trans-Baikal Territory. Today the investigators have searched the Ministry of Social Protection, juvenile delinquency department of Chita Office of the Russian Ministry of the Interior, juvenile commission for Chita, office of the Children’s Ombudsman in Trans-Baikal Territory. The latter, by the way was well aware about the facts of violence used against children, however, for some reasons had reported it not to the Investigative Committee, but to the same orphanage where lawlessness had been taking place.

At present, investigative operations are underway to find out all the details of the crime. The investigation is ongoing.
