Today the enlarged Board of the Main military investigations directorate of the Investigative Committee of the Russian Federation took place in Moscow, where the results of the military investigating bodies activity for 2015 were summed up. The following people took part in the event: Chairman of the Investigative Committee of the Russian Federation and General of Justice Alexander Bastrykin, the first deputy Minister of Internal Affairs of the Russian Federation and supreme commander-in-chief of internal troops of the Interior Ministry of the Russian Federation General of army Viktor Zolotov, State Secretary Deputy Defence Minister of the Russian Federation Nikolay Pankov, Chief of the Presidential Council for Countering Corruption Mikhail Baranchuk, deputy Chairman of the Supreme Court of the Russian Federation and Chairman of the Judicial board on military employees cases Vladimir Khomchik, deputy Prosecutor General of the Russian Federation and Chief military state counsellor of justice of the 1st class prosecutor Sergey Fridinsky, head of the Russian Federation Department of the Federal Security Service General lieutenant Nikolay Yuryev and other invited persons.
Addressing the Board, the Chairman of the Investigative committee of Russia has stated: "I assess the results of military investigating bodies work very positively. Its key feature is performance stability and reliability". Alexander Bastrykin noted the fact that military investigators "have finished almost 9 thousand (8770) criminal cases, which is 7% greater than in 2014 (8191). At the same time, despite increase of load, you managed not to allow preliminary investigation quality loss. Sentences were delivered to the participants of the Oboronservice case - to former supreme commander-in-chief of the Ground forces Vladimir Chirkin, as well as to other accused".
Alexander Bastrykin also announced results of interdepartmental interaction organized by military investigating bodies on a number of directions: "Constructive interaction on counteraction to corruption crimes on control events and at prosecutor checks is organized in the framework of an agreement made with the Control-finance inspectorate of the Russian Ministry of Defence and Chief Military Prosecutor's Office. As a result in the course of trial checks in most cases the facts of unfounded expenditure of monetary funds established by control and supervisory bodies were confirmed and numerous thefts of financial resources allocated for a money allowance of soldiers were revealed".
In his turn, Head of the Main military investigation directorate Alexander Sorochkin informed the audience that "in 2015 28,8 thousand reports on crimes in ministries and departments with military service (the Ministry of Defence, Interior Ministry, ministry of emergency Situations, Border Guard Service of FSB, and the other) had been sent to Military Investigating Bodies of Investigative Committee. More than 16,6 thousand criminal cases have been processed. Upon petition of military investigators the accused asset of nearly 1 bln. rubles by total cost is sequestered by the courts. In addition, military investigators have managed to achieve damage compensation of 2,7 bln. rubles in the pretrial processing stage. For comparison: in 2011 this indicator did not exceed 500 million rubles. In 5 years of Investigative committee existence 22 criminal cases against top officers of the Russian ministries and departments have been directed to the court by military investigating bodies, 3 of which in 2015. At present there are criminal cases processing against 4 persons of the mentioned category. They all are suspected in commission of corruption crimes".
Alexander Sorochkin have also reported conducted crime analysis data having shown the number of recorded facts of bribery had increased 1,6 times in a year, conversions and thefts - by 16,5%, abuses of power - by 18,7%.
At the same time speakers have pointed out reduction of the total amount of persons from a wanted list found by 14,6%, while the number of soldiers being wanted for military service evasion had reduced by 12,3 %. Based on the results of 2014 the military investigating bodies of the Investigative committee had stated reduction of the total amount of reported corruption crimes, but in 2015 its number increased by 18 % and a share of such crimes in a total share of recorded criminal acts increased to 20%. Thus, today every fifth crime deals with corruption.
Closing its work the Board has determined priority directions of military investigating bodies activity for the current year and scheduled concrete measures on their implementation. The chairman of Russian Investigative Committee emphasized the fact that «in 2016 military investigating bodies have to focus attention on expanding more effective efforts on prevention of corruption during use of budget funds for requirements of defence in the first place during fulfilment of state military orders". In addition, Alexander Bastrykin has presented department awards to employees of the Main military investigation department of Russian Investigative Committee.
