An organizational meeting of the Dissertation Council takes place at the Moscow Academy of the Investigative Committee of the Russian Federation

The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held an organizational meeting of the Dissertation Council D 171.0001.01, created on the basis of the Moscow Academy of the Investigative Committee of Russia to award the scientific degree of Doctor (Candidate) of Law.

The first Dissertation Council D 171.001.01 on the basis of the Moscow Academy of the SK of Russia was established by order of the Ministry of Education and Science of February 24, 2021 No. 150 / nk. It was empowered to accept for the defense of a dissertation for the degree of candidate of science and doctor of science in the specialty 12.00.08 - criminal law and criminology; criminal-executive law and 12.00.12 - forensics, forensic expert activity, operational and search activities.

The Chairman of the Dissertation Council, Doctor of Law, Professor Alexander Ivanovich Bastrykin, opening the meeting, noted that scientific activity allows solving problems of a theoretical and practical nature, contributes to the improvement of current legislation and the development of methods of investigative and forensic practice. The head of the Committee emphasized that the big problem of modern society is the presence of a mass of various negative content on the Internet, available to adolescents who are guided by the heroes of computer games. The Chairman of the Investigative Committee of Russia believes that in the current conditions, on the one hand, digitalization helps in achieving many goals and simplifies individual processes, and on the other hand, it simplifies the consciousness and behavior of people and, in turn, online communication in the absence of personal communication can have negative consequences. Alexander Ivanovich noted that caring attitude towards the young generation is of key importance for our country. He recalled how people took care of children who found themselves during the Great Patriotic War in the terrible conditions of besieged Leningrad, protecting their life and health.

The Chairman of the Investigative Committee of Russia emphasized that in order to solve the indicated problem, teamwork is necessary, which should cover a wide range of scientific works. “An integrated approach, involvement of psychologists, forensic specialists and proceduralists in the work, separate consideration of issues in legal psychology (psychology of investigative activity), the experience of colleagues from higher educational institutions of law enforcement agencies (in particular, the Ministry of Internal Affairs of Russia) will help to achieve successful results”, Alexander Ivanovich stated. Also, the head of the Committee agreed to the possibility of submitting works for defense from other universities, including foreign ones, which will ensure and form a unified approach in science.

The meeting was also addressed by the Deputy Chairman of the Dissertation Council, Doctor of Law, Professor Yu.V. Golik with information about the work done and the nearest defense. The next meeting of the dissertation council plans to hear the defense of thesis of a graduate of the postgraduate study of the Moscow Academy - head of the regional expert department of the Forensic Expert Center of the Investigative Committee A.G. Sebyakin on the topic: "The tactics of using knowledge in the field of computer technology in order to obtain forensically significant information".

As a result of the event, a further procedure for the work of the Dissertation Council was determined and issues to be resolved were identified.
