The IC of Russia Signs Cooperation Agreements with the Prosecutor General’s Offices of the DPR and LPR

Alexander Ivanovich Bastrykin, the Chairman of the Investigative Committee of the Russian Federation, has been on a working trip to Rostov-on-Don. He was accompanied by Eduard Valeryevich Kaburneev, the First Deputy Chairman of the IC of Russia, Sergey Vasilyevich Petrov, the head of the IC Educational and Training Department, Oleg Yuryevich Mikhailov, the head of the Legal Support and International Cooperation Department, Vladislav Pavlovich Lukovskiy, the head of the Military Investigative Department of the IC of Russia for the Southern Military District, and Aslan Garunovich Khuade, the head of the Investigative Department of the IC of Russia for Rostov Oblast.

A meeting between the Chairman of the IC of Russia and his counterparts from the DPR and LPR was held on the territory of the Sambek Heights memorial in Neklinovsky Raion of Rostov Oblast. It is symbolic that this event took place in a historical and significant place, the building of the museum complex dedicated to the courage and heroism of Soviet soldiers who had defended their right to a free peaceful life.

During the working trip, the Chairman of the IC of Russia had a tripartite meeting with Andrey Alexandrovich Spivak, the Prosecutor General of the Donetsk People’s Republic, and Sergey Sergeevich Gorenko, the Prosecutor General of the Lugansk People’s Republic.

In order to enhance the regulatory framework between the Investigative Committee of the Russian Federation and the Donetsk and Lugansk People’s Republics recognized by the Russian Federation, as well as on the basis of the Treaties on Friendship, Cooperation and Mutual Assistance between the Russian Federation, the Donetsk and Lugansk People’s Republics signed by the President of the Russian Federation, Vladimir Vladimirovich Putin, the Cooperation Agreement between the Investigative Committee of the Russian Federation and the Prosecutor General’s Office of the Donetsk People’s Republic and the Cooperation Agreement between the Investigative Committee of the Russian Federation and the Prosecutor General’s Office of the Lugansk People’s Republic were signed.

The meeting participants noted that the signed agreements would allow the parties to ensure comprehensive cooperation and interaction in protecting human and civil rights and freedoms, organizing and enforcing international treaties in the criminal law sphere, combating crime, including organized and transnational crime, terrorism, corruption, environmental crimes, economic crimes and other types of criminal acts that pose an increased threat to society. Also, this cooperation will make it possible to jointly develop research and scientific activities in issues of mutual interest, ensure professional training and advanced training for officers of the respective authorities.

The agreements have become the initial stage in the formation of a solid regulatory framework for effective interaction between the Investigative Committee of Russia and law enforcement agencies of the Donetsk and Lugansk People’s Republics. First of all, this cooperation will be aimed at recording and investigating crimes committed by the Ukrainian military and nationalists against the civilian population of Donbass.

The Investigative Committee’s work to collect evidence of crimes committed against civilians of Donbass has been ongoing for the past eight years. Colleagues from the LPR and DPR highly appreciated the results of this activity noting the significant contribution of Russian investigators to the protection and restoration of violated rights of citizens; they honored the head and officers of the IC of Russia with departmental awards. In turn, the Chairman of the Investigative Committee noted the heroism of the representatives of the law enforcement agencies of Donbass, who perform their professional duty in extremely difficult and life-threatening conditions, and also encouraged them with departmental medals. At the end of the event, the meeting participants laid flowers at the monument to the victorious Soviet soldier.

During the negotiations, the parties noted that relations between Russia and the Donetsk and Lugansk People’s Republics were developing on the basis of the principles of security aimed at ensuring a calm, prosperous and peaceful development of our country and the recognized republics.

As part of the working trip, the Investigative Committee’s delegation paid a visit to a military hospital in Rostov-on-Don, where they visited Russian servicemen who had been injured during the special operation in Ukraine. The Chairman of the IC of Russia wished them a speedy recovery, noting that they were honorably fulfilling their duty to the Motherland. A.I. Bastrykin expressed special thanks to the military doctors, who always provided assistance to the wounded in the most difficult conditions and continue to do so during the military operation to protect Donbass. A.I. Bastrykin awarded the servicemen with the “Valor and Courage” departmental medals of the IC of Russia for courage and heroism they had demonstrated in the performance of their duty. During the event, they laid flowers at the monument to military doctors who had shown courage in the Great Patriotic War and local wars.

The Chairman of the IC of Russia and the IC officers also visited the Specialized Infant Orphanage No. 4 in the city of Rostov-on-Don, which provides assistance to children left without parental care, orphans, children of distressed single parents. Currently, it hosts 55 children from the Lugansk Republican Orphanage under the age of 5 years. A.I. Bastrykin instructed the officers of the Investigative Committee to take patronage over the healthcare institution and ensure ongoing support and assistance. The Chairman of the IC of Russia thanked Olga Vladimirovna Grishina, the Chief Medical Officer of the institution, for her work with children and awarded her with the “For Assistance” medal. Other employees of the orphanage were also honored with the Investigative Committee’s awards.
