Chairman of the IC of Russia Holds Reception of Citizens via Video Conference

Chairman of the Investigative Committee of the Russian Federation Alexander Ivanovich Bastrykin held a reception of citizens via video conference. It was attended by First Deputy Chairman of the IC of Russia Eduard Valeryevich Kaburneev, Deputy Chairman of the IC of Russia Sergey Nikolaevich Goryainov, heads of departments of the Central Office, as well as heads and employees of territorial investigative departments, who work with criminal cases that had caught the department head's attention.

A resident of the Republic of Mari El appealed to the department head during the reception. In September 2006, his son, born in 1984, left home and disappeared. The prosecutor's office initiated a criminal case on murder (Part 1 of Article 105 of the Russian Criminal Code), then the investigation was continued by the investigative authorities of the IC of Russia; however, according to the applicant, his son's fate is still unknown. A. I. Bastrykin heard out the report of Head of the ID of the IC of Russia for the Republic of Mari El A. P. Migushov and noted the incompleteness of the performed investigative actions, also criticizing him for the lack of results and for repeated suspensions of the investigation. The Head of the IC of Russia instructed to transfer the criminal case to the Central Office investigators and to conduct the required examinations in the Forensic Center of the IC of Russia. He also ordered to analyze the work of the entire territorial division, following which the staff-related and other decisions will be made.

Applicants from Novosibirsk Oblast told the Head of the IC of Russia that in the summer of 2021, their sons, together with a forestry watchman, picked cones to hand them over for a fee. The work was carried out using a ZIL-130 car with an auto tower. During the work, the watchman, who controlled the abovementioned vehicle, allowed the boom of the car tower to come into contact with a high-voltage power line.  The watchman died of a strong electric shock, while the two young men sustained injuries. It turned out that the young men worked without an employment contract or other documents, as well as without undergoing the required briefing.  According to the applicants, the criminal case was not initiated for a long time. The Head of the IC of Russia heard out a report by Acting Head of the ID of the IC of Russia for Novosibirsk Oblast A. N. Badulin, who informed that a criminal case on the incident was being investigated under Part 2 of Article 216 of the Russian Criminal Code (violation of safety rules during construction or other work).  However, the applicants were dissatisfied with the district unit's work, since, in their opinion, the investigators were not conducting the investigation properly: the injured young people had not been recognized as victims, no measures had been taken to bring forestry superiors to justice. A. I. Bastrykin instructed to transfer this criminal case to the department for the investigation of particularly important cases of the territorial division and to monitor the investigation closely. He also requested regular reports on the work carried out and instructed to bring the perpetrators to justice as soon as possible.  An internal check has been scheduled in relation to the district division investigators and heads.

An applicant from Moscow Oblast lost his mother. In June 2021, the woman's body was found in the woods in Pereslavsky District, Yaroslavl Oblast. According to the son, the criminal case initiated under Part 1 of Article 105 of the Russian Criminal Code (murder) is being investigated improperly, excess bureaucracy is in place, the investigators do not take into account his versions. A. I. Bastrykin heard out the report of Head of the ID of the IC of Russia for Yaroslavl Oblast A. M. Sobolev and criticized for excess bureaucracy in the criminal case.  The Chairman of the IC of Russia instructed to schedule the required examinations as soon as possible with the Forensic Center of the IC of Russia in order to establish the exact cause of the woman's death. The course of the investigation is supervised by the Central Office of the IC of Russia. Forensic experts of the Main Forensics Department (Forensic Center) of the IC of Russia are already working on site. In relation to the employees of the territorial division who worked on the case, an internal check was scheduled.

Regarding all the criminal cases heard, the Head of the IC of Russia gave a number of specific instructions and ordered to present the work results as soon as possible. In addition, he instructed to analyze the number and subject of appeals addressed to the Central Office of the department and to the Chairman of the IC of Russia from the regions heard during the reception.
