Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin took part in a meeting of the Interdepartmental Commission of the Security Council of the Russian Federation, which was chaired by Deputy Chairman of the Security Council of the Russian Federation Dmitry Anatolyevich Medvedev. The event was attended by federal ministers, as well as heads of services and departments. The meeting discussed issues of improving the state migration policy, including the modernization of approaches and mechanisms of state support for resettlement of compatriots living abroad to the Russian Federation.

The program of assistance to the resettlement of compatriots was discussed. Thus, it was noted that people with different levels of Russian language proficiency arrived to the country. At the same time, there are instances of forgery of documents by arriving people and certain adaptation difficulties.

Speaking at the meeting, Chairman of the IC of Russia A. I. Bastrykin noted that millions of foreign citizens and stateless persons came to the country every year, and a considerable part of them stayed in violation of migration legislation. Meanwhile, the flow of people entering the country, including illegally, has a significant impact on Russian society and its socio-economic spheres. He also provided some figures reflecting the crime rate among migrants. So, in 2021, more than 31 thousand foreign citizens were held criminally liable. In addition, illegal migration determines the shadow sector of the economy, contributes to proliferation of various services for provision of illegal services in the field of migration.  Illegal labor migrants use the infrastructure, but do not pay taxes to the budget and increase the risks of complicating the sanitary and epidemiological situation, which causes significant damage to the interests of the state.

The participants noted that thousands of people from the Donetsk and Lugansk People's Republics recently arrived in Russia. And among the refugees taken away from under fire there are elderly people, women with children, the wounded and the disabled. Many of them need urgent and high-quality medical care, and this issue requires prioritization through providing a comprehensive system of measures to support such citizens. In this regard, the participants discussed new approaches to programs aimed to facilitate the resettlement of foreign compatriots to Russia and mechanisms for exemption of citizens of other countries whose whose native language is Russian from examinations. They primarily discussed migrants from the Donetsk and Lugansk People's Republics and Ukraine.

At the end of the meeting, A. I. Bastrykin made a proposal to intensify the activities of law enforcement agencies to combat illegal migration within the program for returning compatriots to Russia.
