The Chairman of the Investigative Committee of Russia takes part in the National Anti-Terrorism Committee meeting

The Chairman of the Investigative Committee of Russia Mr. Alexander Ivanovich Bastrykin took part in the National Anti-Terrorism Committee meeting, led by the Chairman of the National Anti-Terrorist Committee (hereinafter referred as NAC), Director of the FSB of Russia Mr.Alexander Vasilyevich Bortnikov. The meeting addressed the issues of situation review in regards to Federal executive authorities work organization, operating activities management of the Executive Authorities of the constituent entities of the Russian Federation and local governments related to the terrorism countering, timely identification of the causes and circumstances of the citizens’ involvement in terrorist activities, the involvement of young people in particular.

The work of the regional anti-terrorist committees responsible for monitoring the political, social, and economic, and other processes involved in counteracting terrorism, was assessed during the meeting. It has been noted that in order to increase the effectiveness of such processes, additional measures are to be taken , such as control and assessment of the relevant state and local authorities involved in the monitoring; examination of the causes and conditions that promote the involvement of the civil society, especially youth, in international anti-terrorist and anti-neonazi movements and organizations; improvement of preventive work in social reintegration of the individuals, who served their sentence for terrorist crimes.

The Investigative Committee of Russia, in cooperation with the NAC, systematically counteracts the ideology of terrorism and extremism, implementing the principle of the inevitability of punishment.

In 2021, the Investigating Authorities of the Investigative Committee has received 797 reports of terrorist crimes, which was almost 10% more than in 2020. As a result of their consideration, 507 criminal cases were launched (498 was in 2020). 261 criminal cases were submitted to the court (226 was in 2020).

In the first quarter of 2022, the number of reports of terrorist crimes received by the Investigative Committee of Russia has decreased significantly and amounted to 194 reports, while in the same period of the last year that number equaled 264. The 155 decisions were made to launch the criminal investigations (160 – in 2021). The 57 criminal cases were submitted to court (60 in 2021).

Taking into account the administrative jurisdiction of the Body, the following decisions were inserted to the draft resolution of the meeting: to provide the organization and implementation of additional measures to enhance the information support for the terrorism prevention, mainly on the Internet; to increase the promptness of response to information challenges while ensuring the maximum visibility of the data presented for a wide range of people. This was the responsibility of the antiterrorist commissions in the constituent entities of the Russian Federation. In order to protect young people from the manipulative techniques impact and to counteract the spread of fake information, it was proposed to organize the preventive measures to discredit the ideology of terrorism. To do this, it is necessary that all children's and youth movements are involved, including the educational organizations, and military-patriotic clubs.

At the end of the meeting, it was noted that only well-coordinated and systematic work of all units allows us to develop the effective preventive measures to counter the terrorism, these measures should be aimed at preventing the terrorist spread and other radical ideas in both: the Russian society and among the foreign citizens who have arrived in our country to study and wok.
